Version bump for the 0.3.0 minor release: #112 (closes #98–#111) — Aug-2026 API sync (HIP-4 outcome templates, usdcRouting, new optional params, schema drift), opt-in 429 retry, full exchange weight billing, InfoCacheTransport, WS/SymbolConverter regression tests, perf-suite fix.
Publishing happens via the GitHub release → publish_npm.yml (OIDC) after this merges.
